Ensure that the floating shelf will fit the cleat precisely, hold the shelf as much as the cleat and do a completely dry fit one that doesn't include adhesive or screws. Make any kind of adjustments to fit as required. When you are certain the fit is accurate, use timber adhesive to the top of the cleat, as well as then fit the shelf over it. Protect the shelf to the cleat using brads toenailed in from the top of the rack down into the cleat.
