Make sure that the floating shelf will fit the cleat exactly, hold the rack approximately the cleat and do a completely dry fit one that doesn't involve glue or screws. Make any kind of adjustments to fit as required. When you are specific the fit is exact, use timber adhesive to the top of the cleat, and afterwards fit the rack over it.
